Parametrization step 3 part 2

This PR moves XLEN dependents out of packages so that they can be configured by the configuration structure.

This is the third step for #1451. Most of the values are moved but not all values are moved yet (do not close the issue).

This is the last step announced on Mattermost but there is still work to perform (see #1451).
