Update riscv-pk subrepo

This adds support for both the 16550 and 16750 uarts in BBL, including automatic baud rate configuration based on the DTB. Further, this fixes a cross compilation issue in riscv-pk, which only appeared when overriding the build machine GCC version with the CC flag.
