Cleanup after RF write port removal

Removed gating of operand a/b that was used for SEC checking. Addressed comments in previous PR.

Also moved calculation of jump/branch target in ID stage to a separate module, as this logic grew significantly when the operand forward gating was removed.

SEC equivalent with c92952b0 with assumes for legal OBI behaviour.
