Partly merge from CV32E40X.

Merged at the point where jumps and mrets were no longer qualified with alu_en/sys_en in the controller. This change breaks the E40S' handling of privilege level. Further merge PRs will come after this one to get in sync with CV32E40X and fix the issue with unqualified jumps and mrets.
