Fix "interrupt + random_mem_stalls" test for PULP_OBI == 0

  1. Refactor the random memory stall support
  2. Add random memory stall support to interrupt test
  3. Exit success in interrupt test for both PULP_OBI == 0 and PULP_OBI == 1
