DSim-compatible env and tb updates

This pull-request makes several updates to both the env and tb:

• Restores DSim-specific Makefile
• Excludes the Spike Reference Model
• Hack the end-of-sim "to get it working"

A future PR will be issued to resolve the end-of-sim hacks and to optionally include/exclude the Spike RM.
