[CI] Remove unneeded .github files

The llvm-bugs.yml file is triggering for us, and the pull request template are being triggered on this fork when they are not relevant to CORE-V development. This removes the ones immediately causing a bad developer experience; others which are automatically skipped since this is not llvm/llvm-project.
