This PR prepares the master branch for the creation of the cv32e40s/dev and cv32e40s/release branches to start development of the testbench for this core.

Once this PR is merged, the cv32e40s/dev and cv32e40s/release branches will be formally created.

All cv32e40x testbench enhancements/updates were include to the cv32e40s directory. The ci_check and rel_check regressions for all 3 cores should pass with this. The GitHub CI YAML was updated to include the cv32e40s branches which should trigger when branches created. The CV32E40S RTL hash was advanced to the latest to get all latest RTL fixes.
