Add ability to pass additional args

@MikeOpenHWGroup this offers the ability to pass additional arguments to DVT CLI through $(DVT_CLI_ARGS) and I also split the main rule in some smaller ones, which could be used independently to integrate other tools like Verissimo. Thanks!
