This pull-request resolves two issues:

openhwgroup/core-v-verif#308 (it implements option 1 mentioned in that issue)
openhwgroup/core-v-verif#313

It also partially addresses openhwgroup/core-v-verif#302 (which was resolved by pull request #306).

Once this is merged in, the RISC-V Compliance test suite will be runnable from the command-line as per the instructions in the README and will also be complete in regression.
