Illegal instr test

Hi @strichmo. At this point this PR is simply a heads-up that an update to a testcase is pending. Please do not merge this in at this time.

The goal of this test is to hit all the code coverage holes in the decoder that you reported last week. Its working in the core testbench, but hangs in the uvmt_cv32 environment. Investigating.
