Update assertions for clic spec changes, add dpc assertions

  • Updates cv32e40s hash to latest
  • Updates assertions in wrt. updates in clic spec (minhv changes)
  • Disabled certain dpc-assertions from the debug assertion set if clic is enabled and added corresponding assertions for clic
  • Minor warning fixes and cleanup
