This PR allows to generate .rmdb files with test_cfg option introduced by @dd-vaibhavjain in PR #2029, so it should be merged after this one.

It also includes the useful parts of discarded PR #1972

As usual, you can generate a .rmdb by issueing the command: ./cv_regress --rmdb --file=cv32e40pv2_pulp_fpu_all_lat_covg.yaml --simulator=vsim --outfile=cv32e40pv2_ci_check.rmdb --cov
