This PR updates cv32e40x/dev with recent changes in cv32e40s/dev.

Overview:

I branched off cv32e40x/dev and fast-forward merged in from bcfeb056f665f6c769e160d4067aad3ab77933df
This PR has nothing to add to cv32e40s/dev view diff
cv32e40s/dev has newer stuff not included in this PR: view diff

Note: It does not pull the latest cv32e40s/dev, but a specific hash that is known to work with the latest x-dv.

Note: The rationale is that we are keeping the x/dev branch for a while longer, because of problems as seen in https://github.com/openhwgroup/core-v-verif/issues/2013 . We want x/dev to be stable, without experiencing breakage vs x-dv when s/dev progresses.

Note: The main parts of the huge diff is 1) lots of development on the 40s, and 2) the merge down from master that was done previously.
