Merge - S dev->release

This PR merges cv32e40s/dev into cv32e40s/release.
I branched off cv32e40s/release and pulled in cv32e40s/dev before running tests.
One can compare with this to check: https://github.com/openhwgroup/core-v-verif/compare/cv32e40s/release...openhwgroup:core-v-verif:cv32e40s/dev .
We previously did master -> s/dev without going via s/release, and that is why this diff has so many cva6 files in it.
Test status:

rel_check- 52 / 54 passes (debug_test tdata3, interrupt_test ld).
(Using the release branch so that updates to the dev branch doesn't disturb the upcoming review of the merge to master.)
