This PR updates the Xsecure vplan by adding the "mcause" CSR to the list of CSRs that shall be hardened.

This is in accordance with the latest user manual. The PR also splits the hardening vplan item into separate vplan items to keep track that no hardened CSRs are forgotten.

(Don't forget that you can "View file" to visually inspect the CSV in the web browser.)
