Add HWLoops tests and improved cv_regress script for tb build without ISS

  • Updated march option with respect to names, zfinx and added hwloops compatible with 20230310 Embecosm toolchain (except zfinx).
  • Added 2 new XPULP Hardware Loop assembly tests.
  • Updated cv_regress and template to allow tb compilation without ISS.
