This PR adds coverage definitions for PMA.

Test status:

  • ci_check - Passes (except known "clic" test rvfi_intr.exception bug)
  • Fv default - Converging pma covers/asserts all pass
  • Fv altparams/pmp_pma* - Same as for fv default, but run for a shorter time
