This PR adds "link to coverage" in the generic ISA vplan for Zifencei. (It is separate from the core-specific 40s fencei vplan.)

There is just one item in this vplan.

Note, that in addition to RV32Zifencei_Extension_Instruction.xlsx (which this PR edits), there is a somewhat mysterious RV32Zifencei_Extension_Instruction copy.xlsx file which is both older and seems to be a hybrid of a "generic isa vplan" and the "core-specific vplan". I am ignoring this file.

The target branch is "master" because this applies to the ISA vplan/coverage and is not core-specific.
