This PR updates the user-mode vplan with "link to coverage".

Incidentally, it also updates a few related tests with comments that were made while finding links to coverage .

Note(!), the vplan could not be linked 100%, as there are missing asserts/covers/etc waiting for RTL updates, and some items are waiting for related vplans to be completed first.
