Regression test sync-up

Mostly cleanup to bring in simple updates from the regression_test branch:

1. Fix dependency on ELF files.
2. Remove per_instance coverage (not needed).
3. Better logs.
4. Remove cv32-riscv-tests from regression (will be displaced very soon).
