First phase of 0.2.0 additions for E40X/S

@Silabs-ArjanB @MikeCovrado Hi Mike, Arjan, This is the first commit of the features added for the v0.2.0 specification Please be aware that the model variant selected in uvmt_cv32e40x_iss_wrap.sv is actually the previous version to match the existing RTL. This would need to change to variant CV32E40X_V0.2.0, as per the provided PDF document variant
