Cv32e40s/merge dev to rel 21

Starting a new merge cycle.

This has 13(!) failures in rel_check.

I still think we should do this merge. The 40x dir has fixes for some of these issues, and that is easier to copy over by following the merge procedure. Only 40s "release" is expected to be broken, because the PR to "master" will include the fixes from 40x.

The failures are:

• The 2 csr access tests that have been failing for a while.
• The debug_assert that depends on rvfi updates and have been disabled in the 40x dir.
• Hpmcounter test (that is about to be removed?).
• Debug ebreak test, which was fixed in 40x dir.
• Interrupt wfi test. @silabs-hfegran
