Update to CORE-V-MCU User Manual

As discussed last week, this is the re-org of the User Manual. Once this is successfully merged in, I will start handing out chapters to individual Contributors. Note that in addition to the structural changes we discussed, this pull-request also marks a transition from simple Markdown (.md) to ReStructured Text (.rst).
