The changes that I had made were awkward and unnecessary. I've reverted
them, except for the addition of requiring unanimous consent from the
project leads to retire a committer.

With the recent changes to the IP Process, parallel IP now applies in
all cases. This commit removes the special mention of it for incubating
projects.

Give the recent changes section an actual title. Position the TOC under
the version and date statement.

Restructure the file hiearchy to support a more modular document. DOT
image definitions have been separated out into individual files to make
them easier to edit and manage.

Create a baseline version for comparison. This baseline is mostly the
same as the 2015 version of the EDP, with some tweaks to make comparison
meaningful.

Add license file headers. Some general clean up of old content.

Generate as embeddable HTML.
