Hide tabs when unnecessary and add feature for ordering tabs for meeting minutes

Resolves #261 (closed)

• Allows you to change the order of the committee nav tabs through a data file property.
• Updates documentation to include feature above
• Will no longer render nav tabs when only one committee is provided
