Update shortcode for meeting minutes

As more WG sites are posting meeting minutes, we will need to update our shortcode for meeting minutes in the hugo theme. The updated shortcode should be able to separate meeting minutes into yearly sections. It should also contain the markup required to display the Jakarta EE version.
