Support repository rulesets

This is currently a beta feature but it looks very useful as it allows to manage consistent rules over a range of repos within an organization.

Requested by the tractus-x project.

btw. rulesets on organization level are only supported by Enterprise billing, so would be out of the question of now, repository rulesets are possible though.
