Make it more clear when a proposal represents a potential new specification project

The fields that indicate that a proposal is for a specification project at the very bottom and are easy to miss.

Here's an example of a proposal for a specification project.

These fields describe important aspects of a potential new project and should be more prominently displayed. As a starting point, we should move these fields to the same area (perhaps just underneath) the "Licenses" field.

The "Specification" label is, I think, really only meaningful to those of us who understand how all of this works. Is there some way that we can make it clear just using this field that the project will engage in specification work for a particular working group?

Can we (relatively easily) change, for example "Specification: Jakarta EE" to "Specification: This project will develop specifications for the Jakarta EE working group", or something similar?
