"Projects You May Be Interested In" includes an archived project

While exploring the membership portal... I logged in to see what I could see.

One thing that I noticed is that the "Projects You May Be Interested In" shows at least one project, Eclipse Franca, that has been terminated and archived.

I'm thinking that we should only show projects that are in a state where active participation is possible.
