Add footer to the portal for copyright + legal notices

Example given accounts.eclipse.org login page footer, minimal banner with a few links.

Hi @sgiacomoni2as ,

I added the footer but as the netlify preview box cannot be removed (minimize button is hidden by chat bot icon), so it's hard to preview on the preview site.

But here is a screenshot for it.

I did not use a light gray background with a gray border, because I personally don't think it matches the design style we have on the portal. So, I used space to separate the footer section. Does this work?
