Hide note about Windows-Defender slow-downs for releases before 2024-03

The Eclipse Platform now has a mechanism built in to detect and inform users about Windows Defender being active and potentially slowing down Eclipse as per https://github.com/eclipse-platform/eclipse.platform.ui/pull/1453

Please note that I not very familiar with java-script and mustache and only did that change based on text search and adjustments in a Text-editor based on what I assume is right. Before merging, please validate that this is correct.
