feat: add eclipsefdn-topic-projects widget

Resolves #650 (closed)

Relates to #648 which requests adding all ECD Tools projects to the IDE topic page.

Introduces a new widget for displaying the projects for topic pages.

Re-uses EFSA code as much as possible to reduce reimplementing the wheel.
