Create 1-page site using coming soon template
Although this working group has already launched, we need a "coming soon" style page (without those words).

@mekhan can provide the background image in another resolution if needed.
This WG doesn't have its own logo yet, so we will use the EF logo in the header.
Due date is Nov 28, so we have this live 1 week ahead of our press announcement on Dec. 5.
