Add participating organizations widget

This MR resolves #295 (closed)

I have added a documentation page with the widget in use under docs/participating-organizations.html

The widget is to be displayed on pages like https://projects.eclipse.org/projects/iot so I kept the look the same. This should be easy to build upon in the future as more use cases appear.
