Update tpl-project-items template to support new design

The tpl-project-items mustache template needs to support additional fields. I'm going to need to pollute the template with a few conditionals to get this result.

We could come up with a more long-term solution that scales after the related MBO is complete. I believe #298 (closed) was created for discussing a solution to this scenario.

New Design

Content (main card body)

• Link text says "Read More" instead of "Getting Started >"
• Separator is shorter and left aligned
• The top-most element which says "PDREPAIRNATORrP4E" denotes the project name instead of its categories.

Details (bottom section)

• Has funding organizations displayed
• Displays main topic (categories)
