Draft: feat(astro): support direct links in nav

• feat(astro): support direct links in nav

The plan is to support normal dropdown menus (e.g. Jakarta EE's nav) in Astro. The normal dropdowns should be the default for overridden menus. The mega menu should only be the default for the default eclipse.org menu.

There should be an explicit param to change menu types.
