• update: add static team management to GL script

This changeset adds the ability to bind static teams to GitLab, where before it was only possible to bind GitHub.

This includes unit tests to ensure that the teams properly do the modification operations. As well, tests for the operations to track the teams as pseudo projects to bind to the existing cleanup operations.
