Gitlab Eclipse Project Maintainer Permission for Releng Team.

Summary

As for GitHub, is it possible to get similar permissions (Maintainer) for Gitlab Hosted Eclipse Project (https://gitlab.eclipse.org/eclipse). Applying this to releng team. Perhaps Security would have the same needs. @mbarbero

This is needed to help projects in their CI debugging.

NOTE: even if you are admin of Gitlab, you don't have the same permission as a maintainer or a developper on a project;
