update: add ability to remove IG group users from terminated groups

• update: add ability to remove IG group users from terminated groups

Previously, terminated groups would not be handled leaving it to be handled manually rather than through the script.

Additionally adds testing for cleanupGroups and IG sync to ensure they perform operations as expected.

Resolves #222
