Create a solution version endpoint

We would like to decouple solutions_version from listings by creating its own endpoint. We believe this will make it easier for everyone to manage their solutions version as they won't need to post the full listing object to update the list of solutions version.

Note: I think we should be consistent. If we keep /listings we should probably rename /solution_versions to /listing_versions.
