Fix category relationship with markets

Right now, categories are associated with markets directly. After discussions with @chrisguindon about the state of categories, it was established they are essentially fixed tags which listings may have. The impact of markets on categories comes from whether there is or isn't a listing tagged within a given market with a given category. If there is none, a category should not appear in the list of categories for a market.
