Create openshift cluster configuration for API

In order to test before go live at the end of the quarter, we should create the openshift configuration early to smoke test the cluster.

Along with the openshift configuration, we should consider how we will host MongoDB and in what configuration. Chatting with Chris about this, he pointed out the need for replication/sharding to decrease downtime in case of a node failure, and to have the ability to recreate said node.
