Update to Quarkus 2.1.0 from Quarkus 0.28

Quarkus upgrade to modernize this stack. Might need some minor optimizations around build size/maxmind inclusions, but I wanted to be sure this change set was up. There are currently some issues around commons-logging and native mode, but we are using JVM mode still for this project, so this won't impact the live image.
