• feat: Add EF rel, update changed IG/CR types, make relations optional

To better separate different members of various committees, guests and committer reps were switched to use a per-committee code, and a new EF code was added. This should fully encompass all users that are needed for a committee.

Additionally, the committee objects were made optional to support more fluid committees. This will allow us to not include guest/rep/ef staff relations if not needed, and make the API more robust to change
