Add 3 new committee types for each committee, deprecate 2 current types

Following the meeting booked for #51, there will be an update to the relations that are associated with each committees. To better support and bucket committee members, there will be 3 new relations created for each committee. This will follow the pattern of WSCIG, WSCCR, and WSCEF for Invited Guests, Committer Elected Representatives, and EF Staff, with this example being for the steering committee (WSC). The EF Staff results should not be returned for the public endpoint, as it's considered "inside baseball" and not applicable/relevant outside of internal services.

Additionally, the current WPIG and WGCR relations will no longer be used, as they do not provide granular enough control over the invited guests and elected committer representatives.
