Address data discrepancies between this API and the D7 implementation

Some issues with data noticed while comparing this API's prod results with those of the D7 implementation:

• First and last names are swapped
• ECA not always showing as valid, need to add support for v3.1
• Mailing-list subs are not always the same
• Projects are not always the same. Sometimes more, sometimes less
