Action the updates specified in the README doc

This is a placeholder issue from the template, and should be actioned in projects that are templated from this repository.

The README in this repository has instructions on customizing the documentation to be more specific to the new project, as well as the build files for the project. These include the Java POM file, the Jenkinsfile, and the makefile, among other things. These should be updated upon creation of the project to ensure that any built resources are properly built and tagged.
