Add ability to download document from Hellosign

An additional endpoint that is needed is an endpoint that will fetch a cached version of the Hellosign document for verified users to download from the reporting page. This will be protected by authentication and will require bindings to Hellosign as that is the source of the document and not the FoundationDB.
