Missing endpoint: Current EclipseIDE release

https://api.eclipse.org/download/release/epp should be returning the latest current release.

Right now, this should return 2022-12 but at 10 am this morning, it should normally switch over to 2023-03.

We should be able to determine that via https://www.eclipse.org/downloads/packages/admin/release_tracker/json/

This would be the first release with a version that has a type: release and is_current: true
